Experts Warn of Stealth AI Threat Ahead of Xi Visit
Overview
American defenses are currently focused on the specter of futuristic warfare involving autonomous killer robots and biological weapons. However, ahead of Chinese President Xi Jinping’s upcoming visit to the United States, national security experts are raising alarms about a more immediate and subtle threat. They warn that Beijing is already actively eroding America’s global technological supremacy through stealth artificial intelligence operations.
This shift in focus marks a departure from traditional concerns about physical hardware or overt military competition. Instead, specialists argue that China has adopted a sophisticated three-part strategy designed to undermine U.S. dominance from within the digital ecosystem.
The playbook involves systematically siphoning the underlying logic of American AI models, undercutting U.S. tech firms by flooding the market with free open-source alternatives, and weaponizing these accessible platforms for large-scale cognitive warfare.
The Open-Source Assault
Leah Siskind, an AI research fellow at the Foundation for Defense of Democracies, characterizes the current geopolitical landscape not as a simple technology race, but as a complex multi-front conflict. In this contest, the United States is achieving victories in certain sectors while simultaneously suffering losses in others, particularly within the software and data domains.
While American corporations continue to invest billions of dollars into proprietary, high-cost systems, China has chosen a different path. Beijing has prioritized saturating the global marketplace with free open-source software, making advanced AI tools accessible to entities worldwide.
This strategy is specifically designed to entice Fortune 500 companies and international organizations that are under constant pressure to lower operational costs. By offering powerful AI capabilities at no licensing fee, China is creating deep dependencies among Western businesses.
"Adopting Chinese open-source systems exposes Western corporations to hidden backdoors and Chinese Communist Party censorship that are intentionally undetectable by design."
Gordon Chang, a prominent China expert, draws parallels between this current approach and Beijing’s historical economic strategies. He notes that China successfully replicated an aggressive playbook in the solar panel industry, deliberately driving out American competitors through unsustainable pricing and massive state subsidies.
Chang argues that the same tactic is now being applied to the artificial intelligence sector. The goal is not merely to compete, but to ensure that American developers cannot survive on cost and availability alone, effectively hollowing out the domestic tech industry from the bottom up.
Knowledge Distillation and Cognitive Warfare
Despite the United States maintaining a decisive advantage in physical infrastructure, this hardware gap is being neutralized by a technique known as knowledge distillation. The U.S. boasts over 5,400 data centers compared to China’s roughly 450, alongside superior semiconductor technology.
However, Chinese developers are bypassing the need for equivalent physical resources by prompting smaller networks to interrogate and copy the reasoning processes of cutting-edge American frontier systems. This method allows them to create competitive models like DeepSeek at a fraction of the traditional development cost.
The Department of Homeland Security recently underscored the immediacy of this threat in a joint advisory. The agency warned that Chinese entities are conducting industrial-scale knowledge distillation campaigns against leading U.S. AI models, effectively stealing intellectual property on a massive scale.
Beyond the extraction of software logic, analysts emphasize that China’s primary physical focus is shifting toward embodied AI. This involves integrating artificial intelligence directly into commercial drones, automated manufacturing lines, and global supply chain networks.
Chang further cautioned that Beijing excels at cognitive warfare, using AI-accelerated propaganda campaigns to manipulate public opinion. He warned that these tools could ultimately be used to interfere in American elections and influence vital national security decisions, exploiting societal divisions without firing a single shot.
Policy Recommendations and Geopolitical Stakes
To safeguard Washington’s technological lead, Siskind has urged the administration to take several critical steps. These include closing loopholes in chip export regulations, blacklisting deceptive foreign research institutions, and actively subsidizing domestic open-source development.
The aim is to ensure that advanced AI systems reflect democratic values rather than authoritarian control. Without such intervention, experts fear that the global AI ecosystem will become increasingly dominated by Chinese standards and infrastructure.
Chang frames the broader geopolitical stakes around Beijing’s revival of the imperial concept of Tianxia. He warns that an authoritarian regime armed with advanced AI capabilities could realistically attempt to assert global dominance, reshaping international norms to serve its own interests.
In response to these challenges, President Donald Trump addressed world leaders at the United Nations General Assembly on Tuesday. He rejected the notion of global regulatory oversight for AI, declaring that the United States holds a substantial lead in superintelligence.
Trump vowed to aggressively defend this dominance against China, signaling a continuation of high-stakes technological competition. However, experts caution that military posturing alone may not be sufficient to counter the stealthy, economic, and informational strategies currently being deployed by Beijing.
The consensus among specialists is that the window for effective countermeasures is narrowing. As Chinese AI models become more refined and widely adopted, the cost of reversing this trend will only increase.
